I think it's additive in the early phases, but if an early newscast begins to really succeed, it can cannibalize the late newscast by providing an earlier alternative for loyal views of that news brand. But it's better to cannibalize yourself than have someone else do it. The question becomes, if the early newscast starts pulling a real number, and the late newscast starts to slip, how will the news station react?

I think it’s additive in the early phases, but if an early newscast begins to really succeed, it can cannibalize the late newscast by providing an earlier alternative for loyal views of that news brand.

But it’s better to cannibalize yourself than have someone else do it.

The CBS affiliate has been producing a 9pm newscast just for their Springfield sister station (WCFN) for about a year. The link above is from the Springfield newspaper article. In any event, the only plus I (as news consumer saw) was that one of them chose to put the news on at 10 instead of 11, broadening my choices.
