		<description>I think Nielsen was conservative with regard to New Orleans, meaning I think they must have accounted for more people than who currently physically live in the city.  We figured they would be knocked out of the top 100 markets, at least for a year or two.  

But my guess is that Nielsen is using some factor that includes the number of people who they estimate will return to the city in the next year or two.</description>
